Community Poll: Psychiatric Prison

Laurel C.A.R.E.D. is collecting community voices on the proposed forensic mental health facility near West Elementary School and the request to annex and rezone the site into Laurel city limits.

Who can respond:

  • Laurel city residents (Wards 1–4) — your response goes directly to City Council, broken down by ward
  • Yellowstone County residents (59044 zip, outside city limits) — your response is presented to county representatives
  • Greater Yellowstone County (Billings, Shepherd, and surrounding areas) — your response is tracked separately for the regional and state record

How results are used:

Results are segmented and presented to City Council (by ward), Yellowstone County representatives, and state officials including the BOI and DPHHS. Your address determines which segment your response belongs to. It is not shared publicly.

Why this matters beyond the city vote:

Even if City Council votes no on annexation, the state can still build on unannexed land. Responses from all segments — city, county, and regional — are presented to state officials including the BOI and DPHHS.
